Queen 'Mamohato Memorial Hospital
The Queen 'Mamohato Memorial Hospital opened its doors 1 October 2011. The 425 bed hospital functions as a national referral hospital for Lesotho and a district hospital for the greater Maseru, and the nation's major clinical teaching site for healthcare professionals. The hospital offers a wide range of services and prides itself in being the leader in professional and skills development of healthcare personnel in the country.
The hospital's state of the art facilities are complemented by a multidisciplinary team of medical professionals and outstanding nursing care, set amongst the most sophisticated equipment available anywhere in Africa.
In 2000 the Lesotho Ministry of Health undertook a strategic planning exercise, which identified that the Queen Elizabeth II (QEII) hospital, the national referral hospital and district hospital for the population of Maseru required either replacement or extensive refurbishment. The study was completed in 2002 and yielded that; the facility was old and therefore plagued by infrastructure incapacities. Size, location, poor management systems and human resource shortages were also identified. All of these factors were contributing to a significant decline in service quality. Spending was found to be inefficient and escalating at a fast pace: the operating budget for QEII had grown by 50% between 1995and 2000, during the same period service volumes and quality were declining.
Once the decision had been made to replace QEII the International Finance Corporation (IFC), part of the World Bank Group was retained as the transaction advisors to the Government of Lesotho. The IFC advised on the feasibility, structure and competitive procurement process. The Public Private Investment Project (PPIP) tender in 2007 posed the following question to the Private sector party: "for the same level of expenditure at QEII, how much more can you provide in quality, breadth and volume of healthcare services"?
Ts'epong (Pty) Ltd, a Lesotho registered company operating through Queen 'Mamohato Memorial Hospital and the three filter clinics was selected as the preferred bidder in December 2007 and awarded the 18 year contract. The contract entails the refurbishment and equipment of three filter clinics, as well as the design and construction of the 425 bed hospital and attached Gateway clinic and the provision of all clinical and non-clinical services. Taken together, the hospital and filter clinics form a health system that supports the application of integrated care and population care principles to improve efficiency of healthcare delivery, while expanding inpatient hospital capacity in the Maseru district. The hospital also provides an upgraded and comprehensive national referral facility.
Construction started in 2009 and the filter clinics started operating under Ts'epong management in May 2010. October 2011 marked the opening of Queen 'Mamohato Memorial hospital and the Gateway clinic started under the PPP agreement that is expected to end in 2026.
Formal structures for joint oversight of the construction phases and the operations are contractually stipulated. Accreditation by the Council for Health Service Accreditation of Southern African (COHSASA) is another contractual obligation geared to ensure maintenance of quality and performance.
The hospital and filter clinics obtained accreditation by COHSASA in 2013. The facilities are the only health care facility in Lesotho accredited by COHSASA. This places these facilities among a small group of public healthcare facilities in Southern Africa to receive the two year full accreditation status.
